When did 17-year-old persons get the franchise?

In response to questions that I have received in the past few days, here are some reminders with regard to the free 1D'sfor voting, which we start issuing today:
1. Use the New Forms: You'll find the new form here. N:\BFS Tech Updates\Attachments\mv3001 (2).pdf
a. Sups/Team Leaders - For now, print some from this link for your stations. Professionally-printed copies should arrive at your stations next week.
b. Some sups I regional managers may elect to use the remaining old-.f.orms expressly with 16-year-olds seeking original licensure, as they would be ineligible for the free 1D's anyway. Supervisors will provide guidance to staff if they intend to do this.
2. Self Certification: Customers should use the new MV3001 to self-certify their eligibility for the free 10 for voting: Please do not make additional efforts to verify U.S. citizenship, voting eligibility, or status as a felon. You should Issue the free 1D product if the customer:
c. Meets the usual eligibility and documentation requirements for obtaining a Wisconsin 1D product,
d. Is 17 years of age or older,
e. Is asking for a product that is available for free issuance (1D only - original issuance, renewal, or reinstatement.)
f. Has checked the certification box on the MV3001.
" While you should certainly help customers who come in asking for a free ID to check the appropriate box, you should refrain from offering the free version to customers who do not ask for it.
3. The "free" Wisconsin ID Issued under the Voter ID law Is the usual Wisconsin ID product we've been Issuing - not a unique or special product.
4. All 17-Year-Olds Eligible: Any 17-year-old who otherwise meets the eligibility and documentation requirements for a Wisconsin 10 product, and checks the Free to box on the MV3001, shall be issued a free ID.
