The judge ruled that people do not have a constitutional right to carry a concealed handgun in public. She said the state's gun licensing provision represented a legitimate public interest.
"The Supreme Court has repeatedly acknowledged that governments have an important, even compelling, interest in protecting public safety," U.S. District Judge Cathy Seibel wrote in a 60-page decision granting the state's motion to dismiss the lawsuit.

"Protecting public safety", among other things, means making sure the people can defend themselves against danger from criminals who ignore laws like restrictions on concealed carry.
It's such a simple concept. You would think a JUDGE would be intelligent enough to understand that - but then, many lawyers lose the basic powers of thought in law school - and lawyers grow up to be judges, if they kiss the right asses...
