They never quit trying

Stopped at Farm and Fleet in Illinois yesterday after work to pick up some targets. The ammo section was right there, so I stopped to check out prices.

$56 for 100 rounds of .45 ACP. No .22 LR at all.

I noticed a paper taped to the edge of the top shelf - the obligatory "NO SALES WITHOUT A FOID CARD" - nothing unexpected. I asked the clerk there doing inventory about out-of-state sales - OK with a driver's license, supposedly.

Then I read the other slip of paper taped to the shelf - quotes from Ill-Annoys statutes banning sales of PISTOL AMMUNITION to anyone from out-of-state. I guess if you buy that box of .44 Magnum for your carbine you are A-OK. Beloit makes you sign a register for pistol ammo, but just tell them it's for a rifle and no signing required.

I knew Ill-Annoys was going to get revenge for having to pass CCW legislation, and that they wouldn't stop at making the license prohibitively expensive and non-reciprocal with any other state.

And so it ends

Ill-Annoys now has concealed carry. That idiot Quinn in the governor's mansion got his amendatory veto soundly rejected. About f***ing' time!

Flawed, infringing, concealed carry that probably won't be recognized by any other state, as Illinois will only accept out-of-state CCW licenses if they match the convoluted rules of Ill-Annoys. Fat chance. And it will cost you out-of-staters $300 for a five-year permit. Of course, nothing will happen unless you already have your Ill-Annoys FOID - so count on a six week wait before you can even apply - minimum.

If you can't pony up $150 and right hours for the training - if training is even available - forget being able to defend yourself.

I don't know if the prohibition on carry in public transport is gone.

Now - how long will it take the Illinois State Police to get the paperwork sorted out so people can even apply?

Want an FFL?

It's easy. Just fill out this form:

ATF F 5310.12 (Form 7) — Application for Federal Firearm License (FFL)

You have to send a copy of your completed form to your local police chief or sheriff. You also have to certify that you conform to all local laws and regulations, so if your community bans home businesses, forget getting an FFL unless you can find and afford a suitable commercial zoned site. You also must intend to be operating a for-profit business - hobbyists are not invited.

(Individuals and collectors CAN get a "C&R" license, with similar paperwork - and then can only get "curio and relic" guns - not anything modern.)

Then fill out this one:


ATF F 5330.20 — Certification of Compliance - stating that you are a citizen of the USA. Why this is duplicated on the "Form 7" is beyond me.

Then fill out two FD–258 fingerprint cards for every "responsible person":

Get some 2″ x 2″ passport pictures for every "responsible person":

Send them some money. For a garden-variety FFL, it's $200.00.

Once all this is done, you can expect to wait up to 60 days to get your paper license. It's good for three years. If you violate any of the thousands of (illegal) gun laws on the books, expect at the least crippling lawyer bills, if not free room and board courtesy of Uncle Sam.

The ATF website is innocent of any links to the form to renew an FFL, so I had to inquire of my local office in Milwaukee. Lucky for me, the renewal process omits photos and fingerprints.


And the antis still complain it's too easy to get hold of guns...
