It is a combined synopsis/solicitation for commercial items. 5.56x45mm NATO, select-fire firearm suitable for personal defense. OK. So the Department of Homeland Security has come out telling us that the standard "commercial" M16 or M4 select-fire weapon is for "personal defense", not shooting masses of innocents.

When can I expect to find such items for sale over the counter at Wal-Mart?
