Obama Deploys Troops and Cuts Their Funding

Last week, at FrumForum, I wrote that ground forces must remain a defense priority. And, as if to prove my point, President Obama has announced that he is dispatching 100 American soldiers to Uganda, south Sudan, the Central African Republic, and the Democratic Republic of Congo. This is to help government forces there combat the Lord's Resistance Army.

Now, 100 soldiers constitute a small contingent, indeed; and their mission is narrowly tailored to "providing information, advice, and assistance to partner nation forces... They will not themselves engage LRA forces unless necessary for self-defense," wrote Obama in a letter to House Speaker John Boehner (R-Ohio).

Our ground forces, moreover, have suffered some of the worst cuts, including elimination of all eight combat vehicle types in the Army's Future Combat Systems modernization. The Army, consequently, hasn't built a new combat vehicle type since the Cold War. But as the former commandant of the Army War College, retired General Maj. Robert H. Scales, Jr., observes:

A soldier fighting from a vehicle of any sort increases his chance of survival by about an order of magnitude... Unfortunately Cold War armored materiel is optimized for wars on a European, not an irregular battlefield.

In short, we have a president who is creating new overseas deployments for our soldiers, even as he cuts the very funding needed to equip and empower our forward deployed troops. This, in a word, is incongruent and incoherent. America deserves better and so, too, do our troops.

EPA tries to put to rest 'myth' of farm dust rules

The EPA is trying to put to rest what it calls a "myth" that it is going to crack down on farm dust.


In letters to two senators last week, Administrator Lisa Jackson said the agency won't expand its current air quality standards to include dust created by agriculture.


Republicans and some farm-state Democrats have used the issue on the campaign trail, arguing that the EPA is set to penalize farmers for everyday activities. Republican presidential candidate Herman Cain said in a recent debate that the agency is "out of control" and was preparing to regulate dust.

Obama extends support for protesters

Barack Obama, US president, offered more support for protesters against the global financial system after a weekend of demonstrations in cities around the world, but called on them not to “demonise” those who worked on Wall Street.

On Sunday, Mr Obama honoured Martin Luther King at a dedication to a new memorial on National Mall in Washington. Referring to protests that have spread from Wall Street to London, Rome and elsewhere, Mr Obama said: “Dr King would want us to challenge the excesses of Wall Street without demonising those who work there.” Mr Obama had previously said the protests “express the frustration” of ordinary Americans with the financial sector.

Missed the Rock County board meeting

Last Thursday, the Rock County board met and voted on banning guns from county buildings. I missed the meeting because of work I needed to do.

The board voted to enact the ban:

12.E. A Resolution Banning the Carrying of Firearms and Concealed Weapons in County Buildings and Vehicles. Resolution No. 11-10A-481

NOW, THEREFORE, BE IT RESOLVED, by the Rock County Board of Supervisors duly assembled this 13th day of October, 2011 that pursuant to Section 943.13(1m)(c)(4), the County of Rock hereby prohibits the carrying of firearms and concealed weapons of any type in any building owned, occupied or controlled by Rock County, by any person other than an authorized law enforcement officer; except the buildings located at 3728 South Oakhill Avenue, and 2713 Eagle Road, Janesville, Wisconsin, when those buildings are utilized as private residences; and,

BE IT FURTHER RESOLVED that the display or exhibition of firearms and the placing of firearms in connection with a duly authorized gun show at the Rock County 4H Fairgrounds or their removal there from shall not constitute the open carrying of firearms within the meaning of this resolution;
and,

BE IT FURTHER RESOLVED that all future leases of Rock County owned buildings or parts thereof shall require that, as a condition of such lease, the lessee shall, in a manner consistent with this resolution and state law, prohibit the carrying of firearms and concealed weapons, except for authorized law enforcement officers. a) This resolution shall not apply to authorized law enforcement officers.
b) This resolution shall not apply to vehicles operated by the Rock County Sheriff’s Office
under such regulations as the Rock County Sheriff shall deem appropriate; and,

BE IT FURTHER RESOLVED, that an employee who violates this Resolution shall be subject to discipline up to and including discharge.

BE IT FURTHER RESOLVED that the Human Resources Director shall take such steps as to provide reasonable notice of this action to all employees no later than November 1, 2011.

Supervisors Collins and Thomas moved the above resolution ADOPTED on the following
roll call vote. Supervisors Peer, Arnold, Innis, Beaver, Yankee, Bussie, Combs, Thomas,
Knudson, Kraft, Fell, Fizzell, Brill, Wiedenfeld, Jensen, Wopat, Bostwick, Sweeney, Collins and Podzilni voted in favor. Supervisors Diestler, Mawhinney, Yoss, Owens and Gustina voted in Opposition. Supervisors Heidenreich, Fox, Johnson and Thompson were absent. AYES – 20. NOES – 5. ABSENT – 4.

It's not clear to me if a "resolution" is the same as an ordinance or law.

So, Rock County believes they are above the Constitution. Keep an eye on those names for the next election. I will.

Update: Sent this to the Beloit Daily News:

I had intended to go to the Rock County Board meeting last Thursday, but could not make it. They had planned on voting on banning guns in almost all county buildings.

Well, they voted to enact this "resolution", 20 to 5. There were no cogent reasons given for this ban, simply what they were banning - namely, private law-abiding citizens and county employees now cannot open or concealed carry their legal firearm in these places - they must disarm and store the gun in their vehicle, inviting theft, and proceed defenseless into the county structure in question.

The Town of Beloit board considered such a ban, and after comments from concerned citizens, the ordinance was dropped. The board saw that such a ban only affects the law-abiding, and sets up "free-fire" zones for potential tragedies such as we have seen in several "gun-free" universities in the recent past.

Is Rock County now going to install metal detectors and hire TSA gropers for every public entrance on every building they own? If they don't, this new rule will be toothless.

On September 22, 2011, H.R. 3011 was introduced in the House. It is entitled the “Transportation Security Administration Authorization Act of 2011” and it contains some curious language.
Two thirds of the way through the ponderous bill, in Sec. 295, we find the following:

Whoever, except with the written permission of the Assistant Secretary for Transportation Security (or the Director of the Federal Air Marshal Service for issues involving the Federal Air Marshal Service), knowingly uses the words ‘Transportation Security Administration’, ‘United States Transportation Security Administration’, ‘Federal Air Marshal Service’, ‘United States Federal Air Marshal Service’, ‘Federal Air Marshals’, the initials ‘T.S.A.’, ‘F.A.M.S.’, ‘F.A.M.’, or any colorable imitation of such words or initials, or the likeness of a Transportation Security Administration or Federal Air Marshal Service badge, logo, or insignia on any item of apparel, in connection with any advertisement, circular, book, pamphlet, software, or other publication, or with any play, motion picture, broadcast, telecast, or other production, in a matter that is reasonably calculated to convey the impression that the wearer of the item of apparel is acting pursuant to the legal authority of the Transportation Security Administration or Federal Air Marshal Service, or to convey the impression that such advertisement, circular, book, pamphlet, software, or other publication, or such play, motion picture, broadcast, telecast, or other production, is approved, endorsed, or authorized by the Transportation Security Administration or Federal Air Marshal Service .(Emphasis added.)

In other words, if you print a t-shirt or produce a publication with a TSA logo, the government may soon be able to arrest and prosecute you.

My first car was a 1968 VW Bug I bought in 1969. Wanted an older car to work on, but my Dad said I had to get a newer one that wouldn't be needing repairs right away. Paid $1600 for it with 16,000 miles on the clock. A new 1969 Bug was $1995 that year.

Drove it for the last two years of high school. Scraped a couple fenders, never got into a real crash. Had my 8-track stolen in the Lane Tech parking lot - they broke in through a vent window.

While driving home from DeVry Tech one afternoon in 1971, I was heading northwest on Lehigh Avenue at the intersection with Touhy - an oblique angle. The left turn lane was filled up, and I was going straight through on a green light.

An oncoming driver in a Chevy station wagon didn't see me coming and started a left turn right in front of me. Hit her almost head-on on the Chevy's right corner. Pushed the Chevy's radiator back into the engine, and totaled the Bug - bent front axle, and the dash warped badly enough that my replacement 8-track was making weird noises - but it was still running after the impact, and I was able to drive out of the intersection. Had to kick open the driver's door. No injuries, despite the lack of rubber bumpers and air bags. The nose of a Bug is a hell of a crumple zone.

Looked around for a replacement to buy with the insurance settlement - looked at  AMC Gremlins - no back seat - and Chevy's new Vega - six week waiting list. The Chevy dealer had a white '69 Bug on the lot, and I ended up driving home in that. I've had at least one air-cooled VW ever since.

Looking back, if the same thing happened to me in a Bug today, I would restore the car. Back then, they were next to disposable.

Justice Dept. Sets Up “Hotline” For Illegals to Complain About Alabama’s Immigration Law (CALL!)

The Obama Admin. shows once again who its REAL constituents are: ILLEGAL ALIENS. The Department of Justice, which is appealing Alabama’s outstanding new law, has set up a “hotline” number for illegals to report “civil rights” incidents under the new law.

Opponents of Alabama’s  new immigration law can now call the Justice  Department directly to make complaints about the state’s effort to crack  down on illegal immigrants. The Justice Department has set up a hotline and  email for the public “to report potential civil rights concerns related to the  impact of Alabama’s immigration law.”

Clearly the DOJ is trying emotional manipulation to distract the 11th Circuit Appeals Court from the fact that AL is just enforcing existing Federal laws. Hopefully the justices will see through it, like Judge Sharon Lovelace Blackburn did.

Meanhwhile, where’s the “hotline” FOR CITIZENS who have LOST THEIR JOBS thanks to the doubling of illegals in AL in the past 10 years? Sorry, pal, the DOJ is NOT interested in you.

The Chicago Tribune and WGN-TV, which obtained information about union pension benefits during a joint investigation, said at least eight union officials in Chicago were eligible for what were described as inflated city pensions on top of union pensions for the same period of employment.

The news organizations said this was due to "a charitable interpretation" of Illinois law by officials representing two city pension funds.

"Can you name any place in the world where someone can get two pensions for the same job?" state Rep. Tom Cross, a Republican, told the paper. "Even by our standards here in Illinois, it's beyond belief. It's insane."

"Top Justice Department officials, including Attorney General Holder, know more about Operation Fast and Furious than they have publicly acknowledged," the California Republican said in a statement. "The documents this subpoena demands will provide answers to questions that Justice officials have tried to avoid since this investigation began eight months ago. It's time we know the whole truth."

Pee-Lousy of "we've got to pass the bill (with death panels) so we can see what's in it" is one to talk about death in health care, since her party ensured that millions of women - and men - will get substandard care and "end of life" decisions made for them by some anonymous panel.

I am sure that any pro-life bill proposed by anyone sane will not prevent heroic measures to save lives, even if the baby dies. That's a hard decision that many parents have had to make over the years since modern medicine ended childbirth fever. It's a decision that needs to be left to the parents.

My wife and I went out to do some banking and get lunch. When we returned, my son told me there was some sort of Ron Paul thing going on on the phone. Unlisted number on caller ID.

He had to hang up his extension so the line would release, and I could test for messages. He hung up, and so did I - waited a few seconds for the line to clear. Picked up the phone - Mr. Paul's thing was still going on.

Tried pressing a few buttons to break the connection - got a message "Your vote has been recorded", and then more debate, or whatever it was.

Tried hanging up and waiting - six times. Each time I picked up, the line was still held up.

Finally, the line released. I'm not sure if it was because I waited just a few seconds longer the last time, or if Mr. Paul finally ran out of things to say.

Mr. Paul, what I want to know, is what if I had had to call 911 on my only land line during your infomercial or whatever you call it?

In Wisconsin, the "do not call" list exempts charities and political callers. A stupid law with no teeth now that so many junk calls use caller ID spoofing to prevent you or the police from calling them back on the number that appears.

Thank you for your message regarding Operation Fast and Furious. I appreciate hearing from you.
For years, people known as "straw buyers" would purchase weapons in the United States legally and then smuggle them illegally to Mexico to sell to drug cartels. In 2006, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) implemented Project Gunrunner to tackle the problem of gun trafficking to Mexico and the violent crimes with which it is associated. The agency works with law enforcement both in the United States and internationally to identify and dismantle the firearms and explosives smuggling network of criminal organizations working along the Southwest border.

Operation Fast and Furious was part of a sting operation through Project Gunrunner to identify larger criminal organizations that trafficked firearms illegally. According to ATF whistleblowers, suspected straw purchasers were allowed to build up a large collection of guns as part of long-term gun trafficking investigations; these firearms are thought to have been trafficked to gunrunners and other criminals before ATF could arrest suspects and seize contraband firearms.

On December 15, 2010, Border Patrol Agent Brian A. Terry was killed in the line of duty near Rio Rico, Arizona. It is alleged that the firearms used to kill Special Agent Terry was part of a Project Gunrunner investigation. It is also alleged that a trafficked firearm was used to murder U.S. ICE Special Agent Jamie Zapata and to wound Special Agent Victor Avila on February 15, 2011.

As a result of these shootings and other circumstances surrounding Operation Fast and Furious, several lawmakers have called for action to be taken. Senator Charles Grassley of Iowa wrote several letters to ATF and Attorney General Eric Holder expressing his concern about the operation. Although Attorney General Holder instructed the Department of Justice (DOJ) Office of the Inspector General (OIG) to review ATF's gun trafficking investigations, Senator Grassley called for an independent review in March 2011. In April 2011, Representative Darrell Issa of California issued a subpoena to DOJ and ATF for documents related to Project Gunrunner.

In June 2011, Representative Issa and Senator Grassley issued a joint staff report on Operation Fast and Furious, and the House Committee on Oversight and Government Reform held a hearing on this issue. The staff report shed light on information that ATF supervisors were concerned that hundreds of firearms were being transferred illegally during surveillance operations, but the supervisors were allegedly directed not to arrest the suspects or confiscate the firearms.

In the report to accompany the House Commerce, Justice, and Science Appropriations bill for fiscal year 2012, the House Appropriations Committee included language that recommends the appointment of "an outside, independent investigator" who would conduct an investigation into Operation Fast and Furious and similar operations. Additionally, the committee called on DOJ and ATF to cooperate fully with any oversight investigations. The Senate Commerce, Justice, and Science Appropriations report did not include language calling for an independent investigator, but expresses support that the DOJ OIG "will fulfill its oversight duties by conducting a thorough investigation."

"Emergency" rules for CCW in Wisconsin

Since there's only a bit more than two weeks for the Wisconsin Department of Justice to formulate the details of our new CCW law, which goes into effect on Tuesday, November 1st, our Attorney General Van Hollen has come up with a bunch of "emergency" rules - 41 pages of them. Text here. The top ten pages are explanations of legal stuff and comparisons with the laws of the three adjoining states with CCW.

If Governor Walker approves these rules, CCW will go into effect as planned, and the legislature can modify the emergency rules to be more in line with the intent of the law. If the Governor refuses to accept these rules, CCW implementation will be delayed until the DOJ gets its' house in order.

Highlights:

*A license costs $37, is good for five years, renewal is $12. There's a $13 fee for a "background check". This is interesting, since the Wisconsin "Handgun Hotline" charges $13 for a check before allowing us to obtain a handgun.


*You need a valid Wisconsin driver's license or state ID.

*You need to complete a minimum 4 hour training course. Here's where it gets gnarly:

(2) Except as otherwise provided in sub. (1), for purposes of satisfying the requirements of sub. (1)(b), (c), (d), (e), (f), or (g), a certificate or affidavit documenting that the applicant has successfully completed a firearms safety or training course must include all of the following information: 

(a) The applicant’s name. 

(b) The name of the firearms safety or training course. 

(c) The length in hours of the firearms safety or training course. 

(d) The date on which the applicant completed the firearms safety or training course. 

(e) The city and state in which the applicant completed the firearms safety or training course. 

(f) The name, address, and telephone number of the person or entity responsible for the firearms safety or training course. This may be an individual instructor, a national or state organization, a law enforcement agency, an educational institution, a firearms training school, or another public or private institution or organization. 

(g) The name of the instructor who taught the firearms safety or training course to the applicant and the name of the agency or organization that certified the instructor. 

(h) A signed statement by the instructor who taught the firearms safety or training course to the applicant affirming that the course satisfied the definition of a firearms safety or training course in s. Jus 17.03(8) and that the applicant successfully completed the course. An affirmation that the applicant merely attended the course is not sufficient to satisfy this requirement.  

That means my daughter's and my NRA Pistol certificates are not sufficient, and both of us need to pay out $$$ for a properly formatted certificate.

Most of the other stuff is details of how to handle applications, rejections, revocations, and renewals.

All in all, not nearly as scary as some people make it out to be.

Last night, the American Jobs Act was filibustered by Senate Republicans. There was no vote on the actual bill.

But it would have succeeded: the American Jobs Act has at least 51 votes -- a clear majority -- to pass the Senate. And a new poll shows that 63 percent of Americans support it, too.

Today the President recorded a message he wants you to see, laying out where we go from here in the fight for jobs.

The Republicans who voted yesterday to block this bill weren't thinking about middle-class families. In fact, at last night's GOP debate, one of their leading candidates actually refused to say he'd extend a payroll tax cut that puts more than $1,000 in the pockets of everyday working Americans.

They might believe it's in their political interest to oppose whatever the President proposes for the next 13 months, but we know that when it comes to jobs and restoring economic security, Americans can't afford to wait.

The American Jobs Act would get to work now, providing incentives for businesses to hire unemployed veterans, helping hire tens of thousands of teachers, cops, and firefighters, and rebuilding and modernizing our schools, railways, bridges, and airports. Even though it's fully paid for and made up of proposals both parties have supported, Republicans yesterday said no.

Now the President wants you to hear directly from him about what's next.

In March, POLITICO told you about the new movie, “Atlas Shrugged: Part 1,” based on the Ayn Rand novel that has enjoyed a resurgence in political circles thanks to the tea party’s embrace of its exploration of limited government power and individual freedom.

Given its mild marketing and theater screenings, “Atlas” box office performance was lukewarm: It did $1.7 million on its opening weekend on 300 theaters, for $5,600 per screening (it’s second weekend was less successful).

But the folks behind the movie were undeterred and are moving forward with a second installment of “Atlas.”

Harmon Kaslow, who produced “Atlas Shrugged: Part 1” along with John Aglialoro,told POLITICO that “Part 2,” which will cover roughly the second third of the novel, will soon get under way. And the hope is that it will be bigger and better.

Michelle Obama’s warning to gun owners

Nearly three years into President Obama’s first term in office, Michelle Obama finally said something with which I can agree.
At a recent fundraiser for President Obama’s re-election campaign in Providence, Rhode Island, the first lady told her audience:

“We stand at a fundamental crossroads for our country. You’re here because you know that in just 13 months, we’re going to make a choice that will impact our lives for decades to come … let’s not forget what it meant when my husband appointed those two brilliant Supreme Court justices … let’s not forget the impact that their decisions will have on our lives for decades to come.”

This was music to the ears of the small, affluent crowd of admirers who cheered and applauded. But to gun owners, Michelle Obama’s remarks should sound like a warning bell, alerting us to the danger ahead should Barack Obama win re-election and get the opportunity to alter the current make-up of the Supreme Court.

When Americans flock to the polls in 13 months, we will not simply decide which direction our country should take over the next four years. Rather, we will decide whether or not our fundamental, individual right to keep and bear arms will survive over the next several decades.

Currently, the Second Amendment clings to a 5-4 pro-freedom majority on the Supreme Court. Just one vote is all that stands between the America our Founding Fathers established and a radically different America that Barack Obama and his supporters envision.

If you want to read something scary, take another look at the minority opinions in the Supreme Court’s landmark Heller and McDonald decisions that struck down Washington, D.C.’s and Chicago’s unconstitutional gun bans. In the Heller dissent, four justices concluded that the Second Amendment does not guarantee an individual right to own a firearm, nor does it protect our right to defend ourselves, our families, or our property. In McDonald, the same four justices argued that the 5-4 Heller decision should be reversed.

If these four justices had just one more vote on their side, their opinion — that the Second Amendment should not exist in today’s modern society — would be the law of the land today. And assuredly, the anti-gun activist wing of the court knows how close they are to gaining the upper hand. As Justice Ruth Bader Ginsburg told a Harvard Club audience in 2009, she looks forward to the day when a “future, wiser court” overturns 5-4 decisions like Heller.

Those four justices who argue the Second Amendment does not mean what it says demonstrate either symptoms of senility, traitorous intent, or total ignorance of US history and law. There should be some way such persons could be removed from the Supreme Court and placed where they could receive treatment for their affliction, incarceration or execution as traitors (after a fair trial, of course), or a proper education so they could rejoin American society as productive members, as the case may be.

Perhaps we need an amendment to allow recall of Supreme Court justices - but it must be really carefully crafted, lest the Left use it to enslave us.

How did a failing California solar company, buffeted by short sellers and shareholder lawsuits, receive a $1.2 billion federal loan guarantee for a photovoltaic electricity ranch project—three weeks after it announced it was building new manufacturing plant in Mexicali, Mexico, to build the panels for the project.

The company, SunPower (SPWR-NASDAQ), now carries $820 million in debt, an amount $20 million greater than its market capitalization.  If SunPower was a bank, the feds would shut it down.  Instead, it received a lifeline twice the size of the money sent down the Solyndra drain.

A Wausau man was hospitalized Friday after he was attacked and beaten with a tire iron in what witnesses said was an argument over religion, according to police.

The incident occurred shortly before 4 p.m. in the 600 block of Jefferson Street in Wausau. Two men began arguing, and a 47-year-old Wausau man was struck in the head with a tire iron, Wausau Police Lt. Matt Barnes said Friday night. Police had not released the identity of the victim Friday night.
Barnes said the suspect knows the victim, but he could not comment Friday night on what provoked the argument.

“The center of attention is going to be 9-9-9 because all of the questions are supposed to revolve around the economy.”
“All of them are going to try to attack me for this radical 9-9-9 plan. Here's where they don't have a chance, in all modesty. All of their economic proposals pivot off of the current tax code. You know that's a non-starter. I'm going to basically say, if they attack me on 9-9-9, it'll be a very easy pushback. I can explain it, I can defend it, we've had it scored and all of that.”
“I expect all of the attacks on me to be against my 9-9-9 plan.”

Cain also made this provocative claim about what a Cain-versus-Obama general election would look like (again via Juana):

Reports are that the Occupy Wall Street protest is turning into a Woodstock atmosphere with people having sex, doing drugs, and partying.

The mainstream media has been fawning over the Occupy Wall Street protesters asserting that it is a grass roots movement just like the Tea Party. Evidence has already surfaced that the radical left-wing labor union SEIU and ACORN are the organizing force behind the protests.
President Obama has ties to both of these groups and it wouldn’t surprise me to learn that the protests were engineered by David Axelrod or others in the Obama administration. It saddens me to think this of our president but the fact remains that this is the most corrupt man to ever serve in the White House.

We’ve also learned that organizers paid people to show up to the Occupy D.C. protest. It wouldn’t surprise me to learn that this payola is widespread because this has become a regular tactic of the socialist left.
So, back to the original premise that the media is equating the the OWS movement to the Tea Party. Furthermore lets see which movement is made up of patriotic Americans, and finally, which group represents mainstream America.

PHOENIX -- Every year, thousands of guns are smuggled into Mexico from the United States, fueling the brutal drug-cartel wars and stirring outrage on both sides of the border.

But often overlooked in the controversy are the tons of bullets that also make their way south of the border.

In Mexico, ammunition is strictly regulated and possession of even a single illegal round can lead to prison. But there is nonetheless a steady supply of bullets. Almost all of it comes from the north.

Hundreds of thousands of rounds of ammunition are purchased each year from online retailers, big-box stores and at gun shows in Arizona and other Southwest border states, then are smuggled across the border.

"It's all coming from the U.S.," said Jose Wall, senior trafficking agent for the Bureau of Alcohol, Tobacco, Firearms and Explosives in Phoenix. "I can't remember where I've seen ammunition from anywhere but the U.S."

So, obviously, we need to regulate ammo sales and possession. I see a few "common sense" actions that would be easy to implement.

First, completely ban all mail-order sales of ammunition. There is obviously no reason for anyone to be able to order and receive even one round of .22 LR so easily.

Second, we need to create and man a new agency charged with tracking, authorizing, and maintaining records of all ammo sales. Wal-Mart already has the video cameras in some locations to record anyone even looking at ammo, this can be easily extended to all retailers who carry ammo. Fingerprints, signatures, mugshots, and DNA samples can be easily collected from every purchaser.

Third, microstamping! This extremely simple, cost-effective method of individually seriealizing every cartridge and bullet - matching numbers, of course, will make identifying the source of the ammo used in a crime so very simple. All the cops will need is one of those fancy microscopes we see on TV, and gun crime will plummet! Ammo manufacturers already have all the automatic equipment to mass-produce the little devils - adding a simple stamper and keeping the cases and bullets in numerical order* should not be a problem, if they are truly patriots!

Fourth, a national registry of reloaders. Every person out there with a Rock Chucker or Lee or Dillon machine, or even a Lee Handloader will be required to register their machine. We already have the BATFE's NFA registry, a paragon of accuracy and efficiency that keeps track of all the Class III weapons in private hands. It would be a simple matter to extend this to reloaders. The same transfer forms, waiting periods, and fingerprint cards used for machine gun transfers can be pressed into use with only minor changes, and not more than a few hundred thoousand new federal jobs created. The manufacturers of reloading equipment should welcome this change, as required serializing equipment sales will make them all rich.

Fifth, and most important - creation of the National Bureau of Ammunition Monitoring And Tracking. To track the billions of cartridges produced every year will require hiring thousands of new federal clerks, and installation of countless PCs and Macs to run the software that will have to be written - a task that will provide employment for thousands of out-of-work programmers. I can see where this bureau alone will create over a million jobs all by itself. The purchases of the equipment needed will give our economy a much-needed stimulus.

There's one aspect of this I have skipped - the need for door-to-door searches of every structure in the US, to find and confiscate every round of unmarked, unregistered ammunition. This will require many more ATF, FBI, and DHS agents than we now have on the payroll, so there's another couple million jobs. To be thorough, we need to scan every square yard of continental America with ground-penetrating radar to find and remove the caches of illicit ammo that all those survivalists and Tea-Party types have squirreled away, in preparation for just such common-sense rules. Lots more purchases of high-tech equipment and more jobs created!

Lest anyone think I advocate the government borrowing more money to pay for all of this common-sense, I propose a modest tax on every round of ammunition, graduated by the caliber and energy of the round - .22 CB would be perhaps $0.50 per round, and .50 BMG might be $25.00 per round in tax. Shooters are rich folks who should be proud to pay a small sum to ensure the security and safety of our Mexican neighbors.

* almost forgot the footnote. Say America produces ten billion cartridges every year. That's 10^10 individual serial numbers. We don't want to re-use numbers, so you need that many every year. We want to keep records for, say, ten years - so we need at least 10^11 individual numbers. They also need a manufacturer's prefix - say there are 100,000 manufacturers and reloaders in the USA.
